Turning climate and biodiversity commitments into delivery requires more than ambition.

We help climate finance, governance, and implementation systems operate coherently across institutions, territories, and ecosystems.

The RA Group works at the intersection of climate and biodiversity finance, international policy, and implementation,  including emerging approaches to non-market cooperation and locally led delivery.

We support partners to design programmes that can be funded, implemented, and sustained — and to build the institutional pathways required to deliver them. From global frameworks to local systems, we operate across the full pathway from commitment to execution.

We work within existing systems — and where necessary, at their limits — to ensure that capital reaches the organisations and communities positioned to deliver real change.

From global commitments to grounded implementation

We design implementation architectures that connect finance, governance, institutions, and territorial systems.

  • We structure complex, multi-partner programmes aligned with international funding frameworks and institutional realities.

    • Implementation coordination

    • Readiness architecture

    • Direct access interoperability

    • Implementation continuity

    • Institutional interoperability

  • We engage directly in the international and national processes that shape climate and biodiversity action.

    • Implementation integrity

    • Ecosystem integrity

    • Governance interoperability

    • Implementation coherence

    • Political coordination architecture

  • We build the institutional systems required to access, manage, and deliver climate and biodiversity finance.

    • Governance, fiduciary, and safeguard systems

    • Institutional strengthening and organisational development

    • Accreditation pathways and readiness support

    • Monitoring, evaluation, and learning systems

HOW WE WORK

A platform for complex, system-level delivery

The RA Group operates as a curated network of senior experts across climate finance, governance, law, and implementation.

We assemble and lead teams around specific programmes and processes — combining global expertise with regional and local capability — to deliver work that exceeds the capacity of any single organisation.

  • We apply a human rights framework across all engagements, including Free, Prior and Informed Consent and participatory governance — ensuring that solutions remain legitimate, inclusive, and sustainable.

  • Many initiatives stall at the level of compliance or design. We focus on what happens beyond approval — ensuring that programmes translate into delivery that is effective, accountable, and scalable.

  • We are engaged to design and deliver programmes — not to provide isolated inputs. Our work is structured around outcomes, timelines, and implementation realities.

  • We work in environments where delivery is shaped by institutional, political, and financial realities. We bring independent judgement to these contexts — supporting partners to navigate constraints, address structural barriers, and move beyond approaches that do not deliver in practice.

  • Climate finance, institutional capacity, and implementation are treated as a single system. We design across that system — ensuring that programmes are both fundable and deliverable.

  • We work within existing funding structures while supporting a transition toward more direct and equitable access to climate finance. This includes strengthening the institutional, governance, and delivery capacities of Indigenous Peoples’ organisations and local actors — enabling them to access, manage, and deploy funding over time.

  • We work in support of Indigenous Peoples’ organisations and networks, strengthening the systems required for them to access and manage climate and biodiversity finance. Leadership and decision-making remain with those organisations; our role is to support the institutional pathways that enable delivery.

  • We work in partnership with governments, Indigenous Peoples’ organisations, and community networks — ensuring that programmes are shaped by those closest to the outcome and grounded in local realities.

Our Role

We operate at the point where commitments are tested in practice.
